The aim of this motion is to raise awareness among IUCN and IUCN members by highlighting the "Hyères to Cali Declaration" adopted at the 10th World Ranger Congress held in France in October 2024, allowing for the better recognition of the crucial role played by the ranger workforce in the implementation of the Global Biodiversity Framework, in particular Target 3.
The 10th World Ranger Congress (WRC) held in Hyères (France) from 7-11 October, 2024 organised by the International Ranger Federation (IRF), together with Gardes Natures de France (GNF), hosted 450 rangers and supporters (49% female and 15% Indigenous People and Local Communities) from 88 countries.
Rangers are aware of the vital role they have to play. They are committed to working with partners to deliver on the shared international targets and goals, in particular target 3 of the Global Biodiversity Framework, and to enable the green transition to happen.
However, achieving these targets remains highly unlikely without a professional, effective, responsible, and inclusive ranger workforce. To this end, the ranger workforce representatives and supporters of the 10th WRC have endorsed the 2024 "Hyères to Cali Ranger Declaration".
The rangers are calling on the IUCN community to provide for the commitments and support needed to equip them with the resources required enabling them to achieve the full potential of this often overlooked workforce. Rangers know they are part of the solution, but their contribution needs to be valued. They need :
- Recognition of their status as global health workers.
- Recognition of their contribution to global biodiversity, climate and cultural heritage goals.
More attention should be devoted on :
- Skills and competency development.
- Promoting diversity and inclusion as well as professional ethics and integrity to maximize the efficiency of their action.
The main components of this Declaration are reflected in this motion aiming at addressing the whole IUCN community (States, Governments, ranger employers, ranger associations, conservation NGOs, donors, and other stakeholders).
