Carlos Mario Gutiérrez Arrubla

Biographie

Zootechnician and Lawyer graduated from the University of Antioquia, Specialist in Public Management, and currently pursuing a Master's degree in Public Management and Political Representation. With a strong commitment to public service, he has been actively involved in the political life of La Estrella, Antioquia from an early age, serving three consecutive terms as Municipal Councilor between 2008 and 2019. He later served as Senior Advisor to the Mayor. Currently, he is the elected Mayor of La Estrella for the 2024–2027 term, leading initiatives focused on community well-being, environmental sustainability, and innovation in public administration.

He also serves as Colombia’s representative in the Global Covenant of Mayors for Climate and Energy (GCoM), the largest global alliance of cities and local governments committed to fighting climate change and ensuring sustainable energy access for all. Initiated in 2017, GCoM mobilizes over 13,500 cities across 147 countries to develop action plans aimed at reducing greenhouse gas emissions and adapting to the impacts of climate change.
