Particular qualifications:

I am a dynamic environmental governance and sustainability professional with 36 years of proven track record and skills in advancing ecosystem resilience, natural resources sustainability and livelihoods development, fostering regional and global blue partnerships, and implementing high-impact sustainability initiatives. My five-year membership in the management team of PEMSEA supporting 11 countries in implementation of regional sustainable development strategy for the seas of East Asia (SDS-SEA), proficiency with operations in delivery of development programs worth of nearly 100 million US dollar in grant, and familiarity with rules and policies of international organizations such as UNDP and UNOPS, I will be able to constructively and professionally serve the standing committees of the Council on programs and operations, governance, compliance and organizational effectiveness. I am also a visionary leader, with proven records of contributing to establishing strategic partnerships, platforms and initiatives such as the Xiamen World Ocean Week, World Coastal Forum, PEMSEA Regional Blue Carbon Program, etc. These experiences will enable me to provide the needed guidance and direction to similar initiatives run by technical commissions and the Secretariat.

Experience in fields of concern to IUCN:

At national and regional levels, I have professionally delivered services in my service as Chief Technical Adviser for improved regional ocean governance, as Head of Strategic Partnership and Planning of PEMSEA in coordinating the implementation of SDS-SEA in 11 countries in East and South East Asia, as Program Manager in UNDP China and government agencies overseeing water and biodiversity portfolio. Threatened species are also covered in my career, with 13 years of work in Scientific Authority of CITES in China in fostering sustainable trade in species of concern. The experiences in policy and regulatory reforms, capacity development, knowledge management and advocacy will greatly help scale up actions towards species protection and sustainable use, area-based conservation, ecosystems restoration, and promotion of equity, rights and stewardship in the transformation areas of climate change mitigation and adaptation, regenerative blue economy and water stewardship and security.
