Motions

Motions are the mechanism by which IUCN Members influence third parties and guide the policy and Programme of IUCN. As the only international conservation forum that brings governments, civil society and indigenous peoples’ organisations to the same table, the IUCN Members’ Assembly carries a powerful mandate. Members vote to approve motions, and once adopted, they become Resolutions and Recommendations, and therefore the body of IUCN’s general policy.

Online discussion of motions

From 23 April to 23 June, Members will be invited to participate in an online discussion of motions, to take place on the Congress website. During this time, Members can support motions, express concerns, debate pros and cons, and suggest amendments to the text, with a view towards reaching a consensus. Commissions, National and Regional Committees, and Secretariat can also participate in a technical and scientific advisory capacity.

Accepted motions

Following the close of the submission period, the Motions Working Group reviewed the admissibility of all submitted motions against the IUCN Statutes and Rules of Procedure of the World Conservation Congress, and decided which of those motions will be accepted to be debated. The Motions Working Group published an update after its first meeting. In April, the Congress Preparatory Committee, acting as an appeals body, reinstated for debate 14 motions which had not been accepted.

Submission of motions 

Between 6 November 2024 and 15 January 2025, IUCN Members and Council submitted their motions on a variety of critical issues for conservation and sustainability. All submitted motions underwent a technical review to assess their scientific and technical content.
