Hambardzum Matevosyan was born on November 18, 1992, in Gyumri, Armenia.
From 2009 to 2012, he studied at Grossmont College in California, USA, majoring in World Sciences. In 2012-2015, he continued his education at San Diego State University, specializing in International Relations, International Security, and Conflict Resolution, with a focus on cooperation, conflict, and peace studies.
His professional career began during his student years. In 2011-2012, he served as Coordinator of the International Student Department at Grossmont College. In 2013-2014, he was responsible for the European market at Keramresurs LLC in Donetsk, Ukraine, and from 2013 to 2015 acted as Advisor to the Honorary Consul of Armenia in Donetsk.
From 2016 to 2018, he was Manager of the College of Humanities and Social Sciences at the American University of Armenia and Advisor on General Education. In 2018-2021, he served as Governor of Armavir Province of Armenia, followed by his appointment as Deputy Prime Minister of Armenia in 2021-2022.
From 2023 to 2025, he was Chief Adviser to the Prime Minister of Armenia. On July 16, 2025, he was appointed Minister of Environment of the Republic of Armenia.
