Explanatory memorandum
Biodiversity projects (protection, restoration, agricultural and forestry transition, etc.) can generate biodiversity “gain” certificates, which can be purchased by private stakeholders to help finance these projects. The aim of this motion is to promote a financing mechanism based on these “biodiversity certificates” that substantially benefits biodiversity compared to the existing situation, is in line with the transformative changes underway (paradigmatic shift in the relationship between the economy and biodiversity), and does not amplify or even reduce the existing asymmetries of power between the various stakeholders (indigenous peoples and local communities in particular).
