Ibelice Añino Nieto's Curriculum Vitae
Ibélice del C. Añino Nieto is an Agricultural Engineer with a specialization in Environmental Management. She has developed a solid professional career linked to environmental management, biodiversity conservation, and the coordination of international projects, both in public institutions in Panama and international organizations.
She began her experience at the National Environmental Authority (ANAM), where she served as a Technician in the Directorate of Protected Areas and Wildlife from 1999 to 2004. During this period, she participated in watershed management, flora and fauna inspections, the granting of national and international permits, and the implementation of global conventions such as the Convention on International Trade in Endangered Species of Wild Flora and Fauna (CITES), the Migratory Species Convention (CMS), and the Cartagena Protocol to the Convention on Migratory Species (SPAW). She also represented Panama at international meetings and led initiatives to combat illegal wildlife trafficking.
Between 2005 and 2011, she served as Head of the Department of Biodiversity and Wildlife at the Ministry of Environment. In this position, she participated in key legislative processes such as the Law on Sport Hunting and the Law on Access to Genetic Resources, in addition to coordinating the creation of the Unit for Access to Genetic Resources (UNARGEN). She represented the country at international biodiversity forums and strengthened inter-institutional coordination to fulfill international commitments.
Subsequently, from 2012 to 2015, she was Director of Protected Areas and Wildlife at the Ministry of Environment, with responsibility for the technical and administrative management of national parks, the review of management plans and environmental impact studies, as well as for relations with hydroelectric and solar projects in protected areas. Her notable role is in the removal of Coiba National Park from the UNESCO Endangered List and her leadership in international agreements for species conservation.
Since 2018, she has collaborated with the Food and Agriculture Organization of the United Nations (FAO) as a Field Operations Assistant and Project Coordination Assistant. In these roles, she supported the implementation of the Regional Intersectoral Agenda for Social Protection and Productive Inclusion (ARIPSIP), the "Mesoamerica without Hunger" program, and projects related to Family Farming, Food and Nutrition Security, as well as coordination with international SICA organizations. She has managed logistical, administrative, and monitoring processes, in addition to contributing to publications.
Her professional training is complemented by courses and seminars in Panama and abroad. She has participated in international conferences in the Americas, Europe, Asia, and Africa, where she has represented Panama and Central America on issues related to biodiversity, international trade in species, and natural heritage.
