Fred Loure PARMELO

Biography

Fred Loure Parmelo grew up in Simanjiro, Tanzania, in a pastoralist community, an upbringing that shaped his commitment to securing land and natural resource rights for Indigenous peoples. He holds a Law degree, a Certificate in Management & Evaluation, and specialized training in GIS and Remote Sensing.

For more than a decade, Fred has been an integral part of the Ujamaa Community Resource Team (UCRT), contributing to landmark achievements in securing community land tenure, strengthening governance systems, and advancing sustainable natural resource management. His expertise and dedication have supported communities across Northern Tanzania to gain legal recognition of their lands, improve local leadership structures, and develop equitable benefit-sharing models from natural resources.

Currently, Fred serves as Programs Manager at UCRT, overseeing six core programs that protect pastoralist and hunter-gatherer livelihoods while ensuring their voices remain central in conservation and development initiatives.
