H.E. Mohamed Khalifa Al Kaabi is a distinguished leader with extensive experience in government, finance, and strategic sustainable development. He played an instrumental role in establishing the Emirates Council for Balanced Development (ECBD) and currently serves as its General Secretariat, where he is responsible for shaping and implementing initiatives that support balanced and sustainable growth across the UAE.
His Excellency earned his Chartered Financial Analyst (CFA) designation in 2016, following a Bachelor’s degree in Electrical Engineering from the University of Southern California in 2010.
Over the course of his career, His Excellency has held senior leadership positions in key national institutions. He established the Finance and Budget Department at Tawazun Economic Council, later serving as Director of Financial Planning and Budget. He also contributed to national security and strategic planning as Head of Financial Planning at the Supreme National Security Council. At the Tourism Development & Investment Company, he was Head of Strategy & Performance and Acting Head of Asset Management, overseeing large-scale tourism and infrastructure projects.
His leadership extends to overseeing and managing large-scale projects, including the development of five hotels, two marinas, two golf courses, and a school, as well as spearheading the activation of Sir Bani Yas Island. He also played a pivotal role in shaping national policy through his role in preparing the Government’s Strategic Planning Guide and contributing to the Abu Dhabi Five-Year Plan, reflecting his commitment to long-term national development.
Beyond his executive roles, His Excellency has served as a member of the Audit Committee at Rabdan Academy and, since 2025, as a member of the Board of Trustees at the Khalifa Bin Zayed Al Nahyan Foundation for Humanitarian Works.
