Juan Carlos Castro

Biography

Minister of the Environment, biologist graduated from the National University of Trujillo, with a Master’s degree in Environmental Management from Santiago Antúnez de Mayolo University. With more than 20 years of experience, he has led the National Water Authority (ANA) and held executive positions at INRENA, OEFA, ANA, MTCS, and Midagri. His expertise includes water resources management, watershed management, environmental assessment, and public administration.

He holds a specialization in Watershed Management from the Tropical Agricultural Research and Higher Education Center (CATIE, Costa Rica) and in Water Governance in Latin America from the National Water Agency of Brazil. His career focuses on public administration, environmental management, and advisory and consulting services in the agricultural, mining, energy, and hydrocarbons sectors. He has contributed to the development of environmental protection instruments and national protocols on water resources, promoting high-performance mechanisms in both private and public investments.

He participated as an associate in water resources for the United Nations Development Programme (UNDP) in the GIRH-TDPS project and as a senior consultant in water environmental management for Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). He also holds academic roles as a postgraduate lecturer and researcher in environmental assessment and water resources.
