JENEEN GARCIA

Biography

Jeneen R. Garcia is a Senior Evaluation Officer with over 10 years’ experience in evaluating environmental programs at the Global Environment Facility Independent Evaluation Office (GEF IEO). Her work has included assessing multistakeholder partnerships, private sector engagement, environmental and socioeconomic synergies and trade-offs, scaling up impacts, behavior change, and policy coherence. She is dedicated to piloting innovative methodologies that bridge qualitative and quantitative approaches, while integrating natural sciences, social sciences, and communication design within the evaluation field. Among Jeneen’s contributions are the development of conceptual frameworks and tools for evaluating impact within complex adaptive systems, such as the now-mainstreamed GEF Theory of Change Framework.

Before joining the GEF IEO, Jeneen worked on research, education, and multimedia communications initiatives supporting multistakeholder environmental governance and community-based natural resource management in the bilateral and non-profit sectors in her native Philippines. She holds a Joint European MSc in Water and Coastal Management, with a Bachelor's degree in Environmental Science and a Master’s research in Marine Biology. She served as Program Co-Chair of the Systems in Evaluation Topical Interest Group (SETIG) of the American Evaluation Association for three years (2019-2021).
