Jimpson Dávila Ordoñez serves as Director of the Marine Governance Program at the Peruvian Society for Environmental Law (SPDA). He plays a key role in building alliances and maintains close coordination with government representatives, civil society organizations, international cooperation agencies, and industry associations. His leadership extends to guiding multidisciplinary teams that research, analyze, and develop policy proposals for the sustainable use of biodiversity and the conservation of marine ecosystems in Peru.
He holds a law degree from the National University of San Marcos and has over 15 years of experience in the environmental field. He also holds a Master’s degree in Constitutional Law from the University of Castilla-La Mancha in Spain; a Master’s degree in Environment, Development, and Policy from the University of Sussex in the United Kingdom, graduating with distinction; and a Master’s degree in Environmental and Climate Change Law from the University College of Dublin, Ireland. In addition, he has pursued graduate studies in Natural Resources and Environmental Economics at the National Agrarian University La Molina.
Throughout his professional career, he has held several key advisory positions at the senior management level. He has served as an advisor to the Minister’s Office of the Ministry of the Environment, the Vice Ministry of Environmental Management, the Vice Ministry of Strategic Development of Natural Resources, the Chair of the Board of the Agency for Environmental Assessment and Enforcement (OEFA), the General Secretariat of the Ministry of Agrarian Development and Irrigation, and the Executive Directorate of the Direct Human Consumption Program "A Comer Pescado." He also led the Directorate of Environmental Management Policies and Instruments at the Ministry of the Environment, as well as its Functional Unit for Environmental Crimes (UNIDA). In these roles, he successfully led multisectoral regulatory improvement processes across various areas of environmental policy and natural resource management.
In academia, he has served as a professor of Environmental Law and Policy at the Pontifical Catholic University of Peru (PUCP), the Antonio Ruiz de Montoya University, and the Diplomatic Academy of Peru, Javier Pérez de Cuéllar. He is the author of several publications on Environmental Law and Policy, Human Rights and the Environment, and Marine Governance. His career reflects a deep commitment to integrating environmental considerations into legal and policy frameworks to foster a prosperous and sustainable future for all.
