Mr. Gregg Casad serves as the Monitoring, Control, and Surveillance (MCS) Advisor for Skylight, where for over four years he has supported governments and conservation partners in strengthening maritime domain awareness and operational enforcement capacity. In this role, he provides strategic guidance on integrating AI-driven vessel monitoring, risk analysis, and surveillance technologies into national enforcement systems to combat illegal, unreported, and unregulated (IUU) fishing and related maritime crimes. Alongside his advisory work with Skylight, Gregg is also the Owner and Managing Director of Exulans, a consulting company that develops enforcement and compliance solutions to advance marine conservation. Exulans empowers local leaders and agencies to improve monitoring and enforcement, achieve conservation objectives, and secure sustainable benefits for endangered wildlife, fisheries, and coastal communities. With active projects in more than 15 countries across four continents, Exulans has partnered with organizations such as the Global Fishing Watch, Pew Charitable Trusts, The Nature Conservancy, WildAid, and multiple UN bodies. Gregg graduated from the U.S. Coast Guard Academy with a bachelor’s degree and earned a Master of Marine Affairs with a graduate certificate in Environmental Management from the University of Washington.
