Ruleta Camacho Thomas is a climate and environmental policy expert with over 21 years of experience in natural resource management, marine and coastal planning, and multilateral environmental negotiations. Since May 2024, she has served as Climate Ambassador for Antigua and Barbuda, advocating for the country’s climate resilience and financing priorities at the global level.
She is also the Deputy Parks Commissioner at the National Parks Authority and Deputy Director of the Department of Environment (currently on secondment), where she supports national policy and MEA implementation. Ruleta played a key role in the Paris Agreement negotiations and currently serves as a UNFCCC Lead Reviewer.
Her work focuses on ecosystem-based management, sustainable tourism, and the role of marine protected areas (MPAs)in advancing climate and biodiversity goals. She holds degrees in Environmental Biology and Natural Resource and Environmental Management from the University of the West Indies.
